India's central gambling law, the Public Gambling Act 1867, was enacted during British colonial rule and applies only to physical gambling establishments called 'common gaming houses'. The Act makes no mention of sports betting, online gambling, or any technology-mediated gaming. Gambling is a State List subject under the Seventh Schedule of the Constitution, meaning each state legislates its own gambling laws. What PROGA Changed in 2026

PROGA collapsed all distinctions — skill vs. chance, sports vs. casino, prediction vs. wagering — into a single framework: any online game involving real-money stakes is prohibited without a Central Gaming Licence. This eliminated the 2020 Dream11 ruling's practical protection. Fantasy sports, which had been India's most politically accepted form of online gaming, were reclassified as prohibited activity. Offshore Sports Betting for Indian Players

Offshore sports betting platforms registered in Curacao, Malta, and similar jurisdictions are not domestic operators and are not directly subject to PROGA's domestic licensing requirement.
